BACKGROUND OF THE DEPARTMENT OF TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING (DTVET)

In 1895, Government Technical Institute was established as a government engineering school. It was the only training school for Technical and Vocational Education Sector until the colonial period, the World War II.

After the independence in 1948, during the parliamentary government era, the implementation of Technical and Vocational Education was continued and the Ford Foundation of the United States of America studies Myanmar TVET system for three years and developed detailed plans. Then, Government Engineering School in Insein was reorganized as the institute level. In addition, two technical high schools (Nat Mauk and Boundary) were opened.

In 1974, the Industrial, Agricultural and Vocational Education Law was enacted, and in accordance with this law, the Industrial, Agricultural and Vocational Education Department was established under the Ministry of Education. The Ministry of Science and Technology was established as a separate ministry by the union government in 1996 for the development of human resources in science and technology.

At that time, the Department of Industry, Agriculture and Vocational Education under the Ministry of Education was abolished. Among the three (3) divisions under this Department, the Technical Institute and Technical High Schools under the Technical Education Division were transferred and handed over by the Ministry of Science and Technology. The remaining agricultural institutes and agricultural high schools under the Department of Agriculture were transferred to the former Ministry of Agriculture and Irrigation (now the Ministry of Agriculture, Livestock and Irrigation) and the high schools of livestock were transferred to the former Ministry of Livestock, Fisheries and Rural Development (now the Ministry of Agriculture, Livestock and Irrigation) respectively.

All other remaining vocational schools under the Vocational Education Division were transferred to the Ministry of Social Welfare, Relief and Resettlement, the Ministry of Border Affairs, the Ministry of Cooperatives (now the Ministry of Cooperatives and Rural Development) and the Ministry of Livestock, Fisheries and Rural Development (now the Ministry of Agriculture, Livestock and Irrigation).

Since 1996, the Ministry of Science and Technology has managed only technical institutes and technical high schools under the Department of Technical and Vocational Education.

   The National Education Law was enacted in September 2014. According to this law, the state must identify and implement education as follows:

(a) Basic Education

(b) Technical and Vocational Education

(c) Higher Education

  Technological Universities under the Department of Technical and Vocational Education were reorganized under the former Department of Advanced Science and Technology (DAST). Under the Department of Technical and Vocational Education (DTVE), only Government Technical Colleges, Government Technical Institutes and Government Technical High Schools were included, and a new organization structure was developed in December 2014.

  In accordance with the approval of the Cabinet Meeting No. (2/2015) held on January 15, 2015, the Department of Technical and Vocational Education was reorganized as the Department of Technology and Vocational Education (DTVE) as of April 1, 2015 by the Ministry of Science and Technology, Minister's Office Notification No. (184/2015).

According to the approval of the Cabinet Meeting No. (7/2016) held on July 7, 2016, the Department of Technical and Vocational Education (DTVE) was reorganized as the Department of Technical and Vocational Education and Training (DTVET) with a new organization structure as of August 22, 2016 by the Ministry of Education, Minister's Office Notification No. (086/2016).

  In 2016, the Ministry of Science and Technology and the Ministry of Education were merged into a single Ministry of Education, and the Department of Technical and Vocational Education and Training (DTVET) was established. Now, the Ministry of Science and Technology (MOST) has been separated from the Ministry of Education (MoE) and reorganized as a separate ministry in order to be able to carry out science and technology activities by the State Administration Council.
